Desde Agosto de 1998 LA SECCIÓN DE CARDIOLOGÍA
Extrahospitalaria formó, junto con la Unión Professionelle de
Cardiologues de Bélgica, le College de Cardiologues Francais, el Bundersverband
Niedergelassener Kardiologen de Alemania y el Gruppo Italiano d’Emergenze
Cardiologiche, el European College of Cardiology, ahora European Council of
Cardiology practice , que tras negociaciones con la Sociedad Europea de Cardiología,
integra, desde este año 2000, el Council for Cardiology Practice, órgano
consultivo de la Sociedad Europea. Esta nueva sociedad, que consta de unos 10.000
miembros, está integrada por cardiólogos, privados o no, que atienden
a los pacientes con cardiopatía, preferentemente, fuera del ámbito
hospitalario. Su finalidad, al igual que la fundacional de la Seccion de Cardiología
Extrahospitalaria , es la formación continuada de sus miembros y la colaboración
con los diferentes estamentos sanitarios en la mejora asistencial del enfermo
cardiológico.
Todos los miembros de la Sección son
miembros del Council automáticamente, no obstante si alguien desea inscribirse
en el mismo debe hacerlo enviando el cuestionario adjunto debidamente cumplimentado
a:
The following are guidelines designed to assist
the Councils in their activities.
1. Councils must abide by the existing Statutes
and By-Laws.
2. The objectives of the Councils are set out
in the Statutes (Article 4) and the By-Laws (§ IV 2). Councils are expected
to encourage research, teaching, the communication of knowledge, and to participate
in education.
3. It is suggested that there should be «Organisational
Arrangements» for each Council, in which the most important items are
stated, such as membership, election of officers, etc.
These organisational arrangements should be as close as possible to what is
stated in the Statutes and By-Laws of the ESC and need to receive approval from
the Board of the ESC.
4. Each Council has a Chairman and a Vice-chairman
(usually Chairman elect). One person may occupy each of these posts for 2 years
(total 4 years) according to the By-Laws (§ IV 3). A person may not be
re-elected to these posts.
5. Each Council is encouraged to appoint a
Secretary and Treasurer for a 2 year period. Persons may be reelected to these
posts for a further 2 years (total 4 years). After this 4 year period (or part
of a 4 year period) a person should not be reelected as secretary or treasurer
during the following four years.
6. Treasurers may hold bank accounts on behalf
of the Council. This account is specific for the Council and should for tax
reasons be held in the bank of the ESC in France. The book-keeping will be done
by the ESC. The accountants of the ESC will supervise the bank accounts and
report to the ESC. All the money in such accounts is the property of the Council,
and there will be no transfer of funds to other accounts of the ESC without
the authorisation of the Council. Funds may be drawn from the accounts on the
signature of the Chairman and Treasurer of the Council.
7. Each Council should have a Nucleus which
acts as a steering committee. The size of the Nucleus is determined by the Council
but should not exceed 10 individuals. There should be a mechanism within each
Council for rotating those members of the Council who are in the Nucleus and
who are not officers of the Council.
8. The Council should elect officers (Chairman,
Vice-Chairman, Secretary and Treasurer) and those on the nucleus by a democratic
process. The method should be agreed by the Council. The Councillor in Charge
of Councils must be informed of the procedure adopted by a Council.
9. Each Council should provide a mechanism
by which members of the European Society of Cardiology (i.e. members of National
Societies, or Working Groups, or F.E.S.C. or other, see Art. 13 of the Statutes)
can become members of a Council.
10. The names of officers of the Council, the
membership of the Nucleus and the ordinary members of a Council will be kept
on the central computer of the ESC. The Council should provide every second
year a list of officers, members of the Nucleus, and all members of the Council
so as to keep accurate records on the central computer of the ESC.
11. There needs to be a mechanism for change
within the Council. The nature and interests of the Council should not be engraved
in stone for perpetuity. The sphere of interests of a Council can be altered.
The Councils are encouraged to consider changes where appropriate, to amalgamate,
to expand or even to disband. The activities of a Council are a measure of the
success of the Council. The rules for the creation of a new Council and changing
the function of a Council are contained in the By-Laws (§ IV).
12. Facilities for administrative support of
the Councils are available from the ESC Working Group Office at the European
Heart House. This includes printing, mailing and other organisational support.
COUNCIL FOR CARDIOLOGY PRACTICE RULES FOR MANAGEMENT
Article 1
The Council for Cardiology Practice is established as a Council of the European
Society of Cardiology (ESC) according to the Statutes and By-Laws of the ESC.
The Council for Cardiology Practice was formally created at the General Assembly
of the ESC on 4th September 2001 in Stockholm, Sweden. The internal organisation
of the Council for Cardiology Practice is regulated by Board-approved rules
and regulations. The Council for Cardiology Practice may be dissolved by the
ordinary General Assembly after proposal of the Board.
The Council for Cardiology Practice was created
to bring together practising cardiologists with common interest in the field
of cardiovascular medicine, to promote education and training of cardiologists,
and to develop standards for training, continuous education and professional
conduct.
Article 2
The Council for Cardiology Practice consists of a Chairman, a Vice-Chairman,
a Treasurer, a Secretary, a Nucleus and other Members.
Article 3
The functions of the Council for Cardiology Practice is:
- To promote and organise activities and/or
research in the field of the practice of cardiology.
- To gather and exchange information regarding research and related activities
within the Council and with interest to members of the Council.
- To contribute to the organisation and preparation of the annual ESC Congress,
and to participate and support other scientific meetings and symposia.
- To establish appropriate recommendations for the ESC regarding the field of
Cardiology Practice.
- To organise Teaching Workshops on suitable topics.
- To recommend the establishment of the ESC Task Forces to the Committee for
Practice Guidelines and Policy Conferences, to publish appropriate guidelines
and recommendations.
- To design and co-ordinate scientific research in the field of Cardiology Practice.
- To hold regular meetings of the Council.
- To organise surveys or registries and to collect data about the practice of
cardiology in Europe.
Article 4
The subjects, programmes and locations of symposia or other events and activities
organised by the Council for Cardiology Practice should be communicated to the
Board no less than six months before the event.
Article 5
The Council for Cardiology Practice shall submit an annual scientific and financial
report to the Board for approval.
Article 6
Joint ventures of the Council for Cardiology Practice with institutions, associations,
societies or other bodies outside the ESC require the prior written approval
of the Board.
Article 7
Should the Council for Cardiology Practice wish to participate officially in
a sponsored research project (e.g. a multicentre study) using its name, the
Board must be informed of all details of this project and approve the project.
Article 8. Council Organisation.
8.1. The Council will be chaired by a Chairman, assisted by a Vice-Chairman,
for a period of two years, non-renewable.
No person may chair more than one Council,
and no person may chair a Council and a Working Group simultaneously.
The Vice-Chairman assists the Chairman in running
the Council. The Vice-Chairman automatically becomes the Chairman of the Council
after two years.
The Chairman and the Vice-Chairman will be
assisted by a Treasurer and Secretary, whose term of office is two years, renewable
only once.
The Chairman represents the Council at official
functions of the European Society of Cardiology. The Chairman automatically
becomes Past-Chairman at the end of his/her mandate, and automatically remains
in the Nucleus for a further two years. The Past-Chairman has no voting rights
except within the Nominating Committee.
The Treasurer is responsible for the supervision
the financial affairs of the Council. A special account for the Council will
be created by the Financial Department of the ESC, in conformity with French
tax legislation. The Treasurer of the Council will report to the ESC about the
financial activities of the Council. The book-keeping related to the financial
activities of the Council will be done by the accountants of the ESC. There
will be no transfer of funds to other accounts of the mother ESC Society without
the explicit, written authorisation of the Council. Any transfers from the account
of the Council or payments drawn on the account of the Council require the signatures
of the Treasurer and the Chairman or Vice- Chairman of the Council.
The Secretary is responsible for collecting
information, requests or suggestions emanating from the members of the Council
for Cardiology Practice, and for dissemination of this information among the
members of the Nucleus. The Secretary will also be responsible for taking the
minutes of any and all meetings, reviewing them with the Chairman, and circulating
these Minutes to all persons concerned within the Council for Cardiology Practice.
8.2. Nucleus
The Nucleus acts as a Steering Committee for the Council for Cardiology Practice.
The Nucleus consists of the Chairman, Vice-Chairman, Past-Chairman, Secretary
and Treasurer and delegates from National Associations or Councils for Cardiology
Practice of National Societies (hereafter known as National Associations/Councils)
that are members of the Council for Cardiology Practice. These delegates are
designated by their respective National Associations/Councils. The total number
of members of the Nucleus should not exceed 10.
National Associations/Councils will be invited
to designate a delegate to become a member of the Nucleus.
If the number of National Associations/Councils, members of the Council is not
sufficient to constitute a Nucleus of 10 people, then each National Association/Council
may be asked to designate additional delegates to the Nucleus. In this case,
the number of delegates from each said National Association/Council will be
proportional to the number of members of that Association/Council. However,
should the number of member National Associations/Councils increase, then the
number of delegates from the National Association/Council will have to be reviewed
and possibly reduced to keep the size of the Nucleus at 10 members, including
ex officio members.
The function of the Nucleus is:
§ To assist the Chairman and Vice-Chairman
when appropriate
§ To provide proposals for the scientific sessions of the Council during
the Annual Congress of the ESC
§ More generally, to assist the Chairman and Vice-Chairman in furthering
the activities of the Council in keeping with the objectives and functions of
the Council as described in Art. 1 and Art. 3.
The Nucleus of the Council for Cardiology Practice
will meet at the Annual Congress of the European Society of Cardiology and at
least once between annual meetings, or more often if felt necessary.
8.3 Nominating Committee
The Nominating Committee consists of the Past-Chairman, plus eight members designated
by National Associations/Councils.
The role of the Nominating Committee is to
select appropriate candidates for the positions of Vice-Chairman, Treasurer
and Secretary.
The Nominating Committee will make up to three appropriate nominations for the
position of Vice-Chairman, Treasurer and Secretary to be voted on by the Nucleus
of the Council.
Candidates for the position of Vice-Chairman
can only be selected from the Nucleus. Candidates for the position of Treasurer
or Secretary can be selected from among members of the Nucleus, or from among
the ordinary members from the National Associations/Councils.
A member of the Nominating Committee cannot
serve in any position of the Nucleus for a period of four years after leaving
the Nominating Committee.
Article 9. Membership
Any National Association/Council from a European or Mediterranean country may
join the ESC Council for Cardiology Practice. Applications must be addressed
to the Secretary. Any member of a National Association/Council who is a paid-up
member of the Council for Cardiology Practice of the ESC, is a de facto member
of the Council. Specific forms for application will be sent to candidate Associations/Councils
on written request to the Secretary of the ESC Council for Cardiology Practice.
Any board-certified cardiologist belonging
neither to a national Association, nor to a National Council for Cardiology
Practice from a National Society, and with a specific interest in the field
of cardiology may apply to become a member of the Council for Cardiology Practice
on an individual basis by submitting a brief (one-page) curriculum vitae including
relevant references, and by filling in the Council application form. Applications
must be addressed to the Secretary. Specific forms for individual applications
will be provided on written request to the Secretary of the ESC Council for
Cardiology Practice.
If more than one National Association/Council
per country wishes to join the Council for Cardiology Practice, they will be
represented in the Nucleus by one delegate representing all the National Associations/Councils
of the said country. All the National Associations/Councils from the country
in question should co-operate to designate this one delegate.
The Chairman presents the applications from
suitable new members to the Nucleus for ratification.
Unsuitable applications may be rejected by
the Nucleus without any obligation to give the reasons for the decision to the
applicant.
Membership is granted for life unless the member
is expelled or resigns from his/her respective National Association/Council
belonging to the ESC, in which case his/her membership of the Council will automatically
be cancelled.
Article 10. Resignation/Expulsion
Members of the Council may resign by sending their resignation to the Secretary
of the Council. Their membership will then be terminated at the end of the current
calendar year, unless otherwise indicated.
Members who resign their membership of their
respective National Association/Council also terminate their membership of the
ESC Council at the end of the current calendar year.
National Associations/Councils are free to
withdraw from the ESC Council for Cardiology Practice for any reason. The Council
must be notified in writing of the intention to withdraw. Letters of withdrawal
from the Council should be addressed to the Secretary, who will transmit to
the Nucleus for ratification. Withdrawal of a National Association/Council automatically
means that the members of said National Association/Council are no longer members
of the ESC Council for Cardiology Practice. If they so desire, they may subsequently
apply individually to become members.
A member Association/Council that has not paid
its annual dues for two consecutive years will be a candidate to have its membership
cancelled. Similarly, any individual member who has not paid his/her annual
membership dues for two consecutive years will be a candidate to have his/her
membership cancelled.
A National Association/Council or any individual
member may be expelled from the Council for any justified grievance addressed
to the Secretary. The request for expulsion must be sent to the Nucleus, which
may take an immediate decision by written vote. Such a decision must be taken
by two thirds of the voting members of the Nucleus.
The resignation or expulsion of a National
Association/Council or of an individual member does not affect the existence
of the Council.
Article 11. Relations of the Council for Cardiology
Practice with the European Society of Cardiology.
11.1. Representation of the Council at the
General Assembly of the ESC
The Council for Cardiology Practice will be represented at the General Assembly
of the ESC by three delegates.
Notification to attend the General Assembly
will be sent to the Council for Cardiology Practice no less than 30 days in
advance of the General Assembly.
The Council for Cardiology Practice may submit
in writing to the Secretary-Treasurer of the Board of the ESC any issue or proposal
not governed by these Rules no less than 6 months before the next General Assembly
in order to include it on the agenda for discussion and voting at the General
Assembly.
11.2. Candidates
Every second year, the Council for Cardiology Practice will be asked to suggest
candidates to be proposed to the ESC Nominating Committee for election to the
new Board of the ESC.
